Shame, shame, shame

Don't hold me to the exact wording but this is what Scott Morrison, Federal Treasurer, essentially said to a business conference this morning: 
'Government Pensions are a welfare to supplement those who have not saved enough monies for their retirement.'  Scott Morrison
This is not the first time we have heard that "pensions are a welfare...". How come what we paid for all of our working lives through our taxes suddenly, when we reach a certain age, this what we paid for, when no superannuation was available, becomes welfare"
